Meet the team dedicated to preserving Pennsylvania’s heritage

Mindy Crawford

A part-time job typing National Register nominations in 1982 turned into a long career for Mindy. She has been the Executive Director of Preservation Pennsylvania since 2006, after spending 24 years at Historic York, Inc. (20 years as Executive Director). A bachelor’s degree in business administration from York College coupled with a master’s degree in historic preservation from Goucher College has opened up many opportunities for work and volunteering.

In addition to her work with Preservation Pennsylvania, Mindy teaches nonprofit management in the Masters of Historic Preservation program at Goucher College. She also lectures on 19th century history at conferences across the country and is working on a historic and architectural walking tour for her hometown of Hanover, Pennsylvania.

Mindy serves on the boards of several history and preservation organizations: the National Preservation Partners Network, the Pennsylvania Historical Association, the Pennsylvania Chapter of the Lincoln Highway Association, the Maryland and Pennsylvania Railroad Preservation Authority, Main Street Hanover, and the Hanover Economic Development Corporation.

In her spare time, you’ll find Mindy exploring the Lincoln Highway and other old roads looking for great roadside architecture and searching for the perfect souvenir snow globe. You might also find her wearing seven layers of period clothing to participate in Civil War dancing or living history events with her husband, Rodney.

Mike is a Principal/Senior Vice President with GFT (formerly Gannett Fleming and TranSystems). He has been with the firm (or TranSystems predecessor Lichtenstein Consulting Engineers, Inc.) for over 39 years and is responsible for many of its major bridge design, rehabilitation and inspection programs; particularly those involving historic bridges and complex structural systems.

Mike’s special areas of expertise are the analysis and sympathetic rehabilitation of metal trusses, concrete arches, and masonry arches. He has been the project manager on such notable rehabilitation projects as the Wheeling suspension bridge, the oldest existing suspension bridge with a span greater than 1,000′, and the University Avenue bascule bridge, designed by noted Philadelphia architect Philip Cret. Of the 10 oldest bridges in America as identified by AASHTO, Mike and his staff in Philadelphia have rehabilitated six of them.

A graduate of the University of Pennsylvania, he is a registered professional engineer and is noted for his innovative and practical approach to the evaluation and rehabilitation of historic bridges.

A preservationist for over 50 years, Roy returns to the Board of Preservation Pennsylvania, having previously served as Treasurer from 2002-2008 and then as Chair from 2009-2013.

Roy’s involvement in historic preservation began in the early 1970s after moving to Wilmington, Delaware. He was a member on the New Castle County (DE) Historic Review Board and on the first West Chester HARB. In the early 1980s, he helped rejuvenate Preservation Delaware, and in 2001 was one of the founding members of Chester County 2020, a preservation and conservation organization. Nationally, Roy was a Pennsylvania advisor to the National Trust for Historic Preservation from 2008-2015 and is now an Advisor Emeritus. He was a board member of Preservation Action (the national lobbying organization) from 1981-2015.

Roy’s efforts in preservation have been recognized with several awards: Preservation Pennsylvania’s President’s Award and F. Otto Haas Award; West Chester Downtown Foundation’s Preservationist of the Year Award; Commendations from West Chester Mayors DeBaptiste and Yoder for service to the Borough.

A graduate with a B.S. in chemical engineering from Louisiana State University and a M.S. in engineering administration from Syracuse University, Roy’s entire career was with the DuPont Company, from which he retired in 1992.

Mr. Brubaker is President of Hammer Creek Enterprises, LLC, a private investment company he founded in 2005. He was employed by the Susquehanna Pfaltzgraff Company in York, Pennsylvania, from 1977 until his retirement in 2005 – first as Chief Financial Officer and for the last 10 years of his employment as Chief Executive Officer of their radio broadcasting, cable television, and internet services operations. Mr. Brubaker previously served as a Director of Snyder’s-Lance Inc., The National Cable & Telecommunications Association, Cable Television Laboratories, and the Pennsylvania Cable Network.

His nonprofit activities include serving as Chairman of Pennsylvania Partnerships for Children, the York County Economic Development Corporation, Martin Library, and Historic York Inc. In 2008, he was appointed by Governor Rendell to Pennsylvania’s Early Learning Investment Commission. From 2014 until 2022, he served on the board of the WellSpan Health System where he chaired the Finance and Investment Committee.

He holds a B.A. in economics from Wesleyan University and an MBA from Harvard Business School.

Kim is the Assistant Vice President of Economic and Community Development for the York County Economic Alliance. She oversees the work of YCEA’s economic initiatives, strategic development and economic development and financing teams, and provides guidance and oversight for YCEA’s core economic development functions.

Kim and her team oversee a broad portfolio of economic projects and programs, including capital projects, business attraction and retention, economic development grants and financing, York County Trail Towns, municipal outreach, and the staffing of several county government entities.

Kim is a graduate of Dover Area High School and Pennsylvania State University, and is a certified Project Management Professional.

Jane Sheffield

Blair County

Jane Sheffield holds an undergraduate degree from Duke University in economics and psychology and a master’s in landscape architecture from NC State. She has worked as a historic preservation consultant, Main Street manager, and statewide historic preservation organization executive director.

As the Executive Director of the Allegheny Ridge Corporation and manager of the Allegheny Ridge Heritage Area, she has forwarded many initiatives including sustainable public/private partnerships, curriculum development and education outreach, and regional landscape projects including the Main Line Canal Greenway, which co-aligns with the September 11th National Memorial Trail in central Pennsylvania.
